The following specific professional skills and experiences are required for the successful candidate for this position:
• Ability to communicate effectively with technical and non-technical staff in both oral and written form.
• Ability to communicate effectively with managerial and line staff in both oral and written form.
• Ability to handle multiple tasks with aggressive timelines.
• Skilled using Microsoft Office productivity tools to produce and edit quality management deliverables.
Preferred Qualifications:
The following specific skills and experiences are preferred for the successful candidate for this position:
Experience with large scale government IT projects, especially those involving counties, local agencies or locally sited field operations.
Experience applying IEEE quality standards to software development lifecycle products.
Knowledge of the IT quality management factors related to the design, development, and implementation of the following:
• Security issues related to databases containing personal information and accessible on the Internet.
• Availability, backup, recovery, and data integrity issues of 24/7 systems.
• Performance issues related to very large databases and high volume online systems.
• Experience establishing and validating software product documentation standards, design standards and coding standards.
• Experience validating test outcomes and reporting test progress and statistics.
• Knowledge and/or experience developing and/or testing Web applications and Windows applications using Microsoft-based technologies such as Visual Studio 2008 and .NET.
• Knowledge and/or experience of the data and network security, and data management/data integrity issues related to confidential and sensitive data.
• Knowledge and experience with relational databases (e.g., SQL server), systems analysis, design, coding, unit testing, and integration testing.
Training in the Project Management Body of Knowledge (PMBOK), software quality assurance, or comparable coursework in quality assurance and quality control methods, processes, and techniques.
